  • Abstract
    Taking into consideration that one of the main problems of education organizations is weakness of performance management system and managerial control, the present study tries to assess the role of heads of the departments, strengths and weakness of them, their performance, and to codify effective strategy to improve their performance in state and private universities in Semnan Province. The study is carried out using strategic management process and hierarchy analysis method. It is aimed to maximize performance of the heads of departments in the universities. For prioritizing performance, decision tree was used with performance criteria (capability to carry out the task, volume of job, quality of job, motivation, participation, training), process criteria (proper and effective utilization of resources, keeping proper relation with colleague and good behavior with them, observation of bureaucratic discipline and rules, up to date knowledge and skills), and moral criteria (observance of moral codes, observance of religious codes). The results obtained from the both methods showed that staff in state universities is more important to their organizations comparing with their counterparts in semi-state run and private run universities.
