Foreign Policy and Economic Development: Iran under Rafsanjani

اين مقاله به بررسي تاثيرات سياست خارجي ايران بر توسعه اقتصادي اين كشور بعد از پايان جنگ ايران و عراق مي‌پردازد. سوال اصلي اين مقاله چگونگي اثرگذاري سياست خارجي بر رشد اقتصادي در جمهوري اسلامي ايران است. به همين دليل دوران رياست جمهوري آيت‌الله هاشمي رفسنجاني مورد كاوي شده است. براي پاسخ به سوال اصلي مقاله از چارچوب نظري سياست خارجي توسعه‌گرا به همراه دو مثال چين و نيجريه استفاده شده است. مقاله بكارگيري سياست خارجي واقع‌گرا و عمل‌گرا را موجب ايجاد فرصت‌هاي بيشتر براي موفقيت در رشد اقتصادي مي‌داند و تلاش دارد تا نشان دهد در عصر جهاني‌شدن، رشد اقتصادي يك كشور روابط خارجي با قدرت‌هاي اقتصادي و همكاري با موسسات و سازمان‌هاي بين‌المللي بويژه نهاد‌هاي اقتصادي را تسهيل خواهد كرد. با توجه به اين نكات مقاله، انتخاب رويكرد توسعه‌طلبانه در سياست خارجي توسط يك كشور را به معني پذيرش نظم جهاني فعلي و جزييات آن مي‌داند.

This article explores the impact of Iranʹs foreign policy on economic development since the end of the Iran-Iraq war. The main question discussed in this article is how foreign policy may affect economic development in the Islamic Republic of Iran. As a case study the foreign policy of the Islamic Republic during Ayatollah Akbar Hashemi Rafsanjani’s presidency will be examined. To answer the main question, conceptual framework of development-orientated foreign policy, along with two examples, i.e. China and Nigeria, will be introduced. The hypothesis of the article is that with a more realistic and pragmatist foreign policy, more opportunities for success in economic development are created. The article argues that in the era of globalization, economic development of a country hinges on foreign relations with major economies and cooperation with international institutions and organizations, especially economic entities. Accordingly, if a country adopts a developmental approach in foreign policy, it should accept the existing international order, along with its components.
