Abstract
The debate about the centralized administration and decentralization that dates back to do Ottoman Empire and preserves its topicality has reached a new stage with law no 6360. By means of rearranging the definition of metropolitan municipality, by abolishing special provincial administrations, villages and municipality in towns in thirty cities, turning the district municipalities to the metropolitan district municipality in these provinces the law the domain of which corresponds to about 80% of Turkey’s population indicates a significant change in terms of its effects. With the law aimed of a new local settlement in the public service provision on the new tasks of metropolitan municipalities and new service areas are evaluated by many sectors especially by politicians, academics and practitioners. In this study, Law no 6360 were examined by addressing three different sizes which are procedures and constitutionality, the evaluation about the law brought and the debate on the possible results of the law.
