  • Abstract
    s an effective method for evaluating efficiency, the cross-efficiency evaluation method has been widely used to assess the performance of decision-making units (DMUs). However, the non-uniqueness of optimal weights problem has reduced the effectiveness of this method. To address this problem, scholars proposed to use secondary goals and presented many secondary goal models.
