Abstract
Poverty is a concept that can only be examined and conceptualized by taking into account the inequality feature that lies in its core. Following a discussion on the relationship between poverty and urbanization, the study attempts to examine governance approach in its blindness to the matter of equity in distribution focusing on Adana example. Governance development model, which ignores issues like poverty, equity or social justice, is a new hegemony strategy used for transferring public resources and social power to the capital already holding dominant position in the existing conditions of sovereignty. In this respect, Adana provides a clear example for governance mechanism the operation of which has gained more significance in the last years. Governance mechanism, which operates within the unequal development principle of neoliberalism, has been creating significant disequilibrium and further elevating the strength of capital circles in Adana. The study explores this situation which is overlooked in the social-political processes of the city.
