  • Abstract
Delivering government services to the public via Internet will help to rebuild the link between people and government and enabling government agencies to meet the challenges of having to reduce costs, deliver services faster, provide better customer service, and increase productivity. When organizations connect geography to their procedures, things should work better because geospatial online services such as interactive mapping will help agencies to serve citizens and businesses, improve data management and information exchange. Spatial Data Infrastructure (SDI) provides the framework for the optimization of the creation, maintenance and distribution of geographic information inside each public administration and across different ones. So governments start to consider spatial data infrastructure as a basic infrastructure for the development of a country like water, electricity and telecommunication infrastructures. This paper aims firstly to provide SDI conceptual model as a framework for more efficient use, management and production of spatial data by clarifying each of the core components of SDI including (databases, standards, human resources, metadata and polices and information technology) and then to develop a geoportal based on geospatial portal reference architecture developed by OGC, and it will be capable to allow government sectors to manage, discover and search geospatial data and operate online projects.
