Abstract
The delivery of public services to more citizens, the acquisition of citizen satisfaction and a sustainable financial structure can only be achieved with a qualified public personnel system. The reform efforts in most of the countries who are eager to have a qualified public personnel system have been unsuccessful. The Turkish Republic of Northern Cyprus (KKTC) is undergoing a comprehensive amendment on the Public Personnel Act to meet social, economic and political expectations. The draft law prepared to change the Public Personnel Act looks like an endless symphony because it has been on the parliament for a long time. The approval of draft law will contribute to the economic development and growth of the KKTC, to the quality of public services provided and the financial discipline. It is going to be an important contribution to the ratification and successful implementation of Northern Cyprus Public Personnel draft law to getting know the difficulties, processes and other countries’ similar experiences about the reform.
