Abstract
World War II caused the largest human loses in the world history and has taken its place as a catastrophe in history, but also it has led to the emergence of economic, social and political crises throughout the world. Although Turkey stayed out of the war, she was deeply affected by the economic crises. Turkey encountered with economic difficulties from having an army that exceeded its needs and economic power during the war. Turkey has taken extraordinary measures to meet its cash need that arising from declining exports, and levied extraordinary taxes, the basic foodstuff, bread, was sold by card in order to avoid the danger of mass starvation. The supply and distribution of the basic foodstuffs were one of the most important performances of governments.
