  • Abstract
    During the negotiations of harmonisation between Turkish Legislation and EU Acquis, it has been committed by Action Plan and Position Paper submitted to EU in August 2008 to complete full compliance with EU Acquis by December 2009 by Radio and Television Supreme Council “RTÜK” which is one of the responsible administrations from Chapter 10 titled “Information Society and Media”. It is claimed that “Draft Law on Establishment of Radio and Television Enterprises and Their Broadcast Services” has been prepared by taking into consideration the mentioned national commitments and requirements. “Audiovisual Media Services Directive” which has entered into force in 19 December 2007 is the main legal instrument on media regulation at EU level. The scope and purpose of our work incuules; national and supranaional challenges met in the reregulation of audiovisual media field together with the liberalisation of the regulatory structures, the question of media ownership concentration, globalisation of media market, the transfrontier nature of media mergers, dealing with some reviews by putting forward clearly the relations between different actors of political and social systems and setting light to problems with this method.
