Abstract
The type of tender in which non-price attributes are also taken into account together with the price in the Turkish Public Procurement Law, is used by governmental procurements especially for purchasing of high value engineering systems or projects. While one of the most challenging issues for the suppliers who are preselected by the buying entities for the sealed –bid reverse auction is to create a bidding strategy for price and non-price issues for which the buying entity established the principles of bidding in tender specifications, one other is that it should be “the economically most advantageous bid” to be selected as the winner as identified in The Turkish Public Procurement Law. As a solution model, Goal Programming which is aiming to reach the goals taken from the specifications of the buying entity within the suppliers constrains is used and an example solution is given to show how to build the bids.
