Seven basic rules for the PBR regulator

The California PBR experience in the case of San Diego Gas & Electric Co. should serve as a model for every other regulatory commission in the nation on how not to use PBR. This case shows that a poorly designed and administered PBR may defeat the goal of improving economic competitiveness and, through its failure, slow the pace of needed reform.
