Policy choices on the road to a competitive electricity market

The electricity industryʹs transition to competition can be implemented relatively smoothly only if a substantial body of stakeholders agrees on a framework and cooperates to implement it. This transition will ultimately require policy makers to revise federal electricity laws so as to facilitate the emergence of a competitive electric industry.
