Restructuring here and there: Lessons for the U.S. from far south of the border

The extensive experience gained in restructuring the electricity industries of the Southern Cone countries—Chile and Argentina—holds some important lessons for the infant restructuring in the U.S. Comparing the proposed PJM restructuring with the experience in the Southern Cone countries indicates the need for both care and caution in what we assume is needed here.
