Abstract
Many participants on all sides of the restructuring debate agree that consumer advocates have not been effective, citing reasons such as diminished funding, an overly adversarial approach, and a lack of direction or political independence. The advocates need to do a better job of ferreting out consumers’ real views and forming blocs with groups with similar interests.
