Abstract
By requiring restructuring utilities to credit the amount of accumulated deferred income taxes on their books against stranded investment charges, the Connecticut Department of Public Utility Control might have discovered a way for state regulators to take back with one hand what they have been legislatively mandated to grant with the other.
