The Role of Public Power in a Restructured Electric Power Industry

Flexibility for local choice of ownership, especially for distributors, is recommended in any eventual industry restructuring, as are vertical separation/divestiture requirements for both public and private entities. Legal and institutional barriers to entry should be avoided, especially for bypass opportunities by customer coalitions. Public ownership of some transmission networks may serve as useful benchmarks against which to compare other institutional arrangements.
