Abstract
Deregulation of the Scandinavian electricity industry introduced competition to generation and trade, but left grid operations regulated. Though no one particular model has triumphed yet, it is useful to examine the strengths and weaknesses of the light-handed approaches taken in Sweden and Finland and the more aggressive approaches taken in Norway and Denmark.
