The Design and Effectiveness of Electricity Capacity Market Rules in the Northeast and California

New Yorkʹs capacity demand curve paradigm is the state of the art, and should be implemented in New England, California and even, ultimately, in PJM. But it will take time for investors and other stakeholders to place full confidence in the mechanism. Thus, in the immediate future, there will need to be power purchase agreements for 100 percent of capacity.
