Learning from the Fed: Lessons for Federal Electricity Regulation

It is possible to envision a future in which the country continues to move away from regulated monopolies and toward a more open system that is both more competitive and cooperative. The proposed Fed Model is intended to assure that industry players compete fairly when they compete and cooperate fully when their cooperation is needed. It would give FERC the authority to establish and pursue a consistent national energy liquidity policy intended to assure the adequacy, reliability, and competitiveness of the electricity delivery system.
