Principles for Interregional Transmission Expansion

In aiming to facilitate the siting of interregional transmission lines, some basic principles might include an approach where the Federal Energy Regulatory Commission uses a variety of tools to capture the value of new transmission, and thus increase the supply of interregional lines.
