Nonparametric estimates of the duration of welfare spells

Nonparametric estimates of survival distributions are presented from a set of AFDC spells which includes all spells in progress at the beginning of the sampling window in addition to all spells originating within the window. The estimated median survival time is significantly longer than previously reported. The results suggest that long-term AFDC spells may have been under-represented in prior research
