Mainstream vision for health reform

The mainstream health reform bill of 1994 provides an excellent starting point for the health debate of 1995 and succeeding years. It is based on consumer choice, and the use of incentives to reward cost-efficient and medically effective practice. Only by solving this problem of efficiency first can we hope to make progress on the problem of equity—the broadening of access.
