Green-Amber-Red-graded environmental permits and environmental stewardship

A new environmental management instrument is proposed in the area of government regulation. A Green-Amber-Red permitting system is a synthesis of the ‘command-and-control’ and incentive systems. It rewards proactive industrial operators and at the same time maintains strict environmental standards. It sets a direction towards cleaner production in the short term and zero pollution in the longer term. The new system provides encouragement for Environmental Stewardship and establishes Environmental Stewardship Awards.
