Abstract
Most property owners in poor countries lack the secure property rights considered necessary for growth. Titling and registration projects are often expensive, and governments face the dilemma of whether security can be provided for less cost while not threatening existing formal rights. People may acquire security from several sources. In part, their acceptance and use of a registration system depends on the extent to which registration adds to the total security they enjoy, and the effect it has on their strategies to manage risk.
