Abstract
Thedesign,refurbishmentandfuturedecommissioningofnuclearreactorsarecruciallyconcernedwithreducingtheriskofradiationexposurethatcanresultinadversehealtheffectsandpotentiallossoflife.Toaddressthisconcern,largefinancialinvestmentshavebeenmadetoensuresafetyofoperatingnuclearpowerplantsworldwide.Theefficacyoftheexpendituresincurredtoprovidesafetymustbejudgedagainstthesafetybenefittobegainedfromsuchinvestments.Wehavedevelopedanapproachthatprovidesadefendablebasisformakingthatjudgement.
