Abstract
DoesanHTRneedacontainment–pressureresistant–orisitpossible–licensable–tohaveonlyaso-calledconfinement.
Theanswerdependsonboththeresultsofthesafetyanalysisoftheaccidentsconsideredinthedesignandtheacceptancebythelicensingauthoritiesandthepublicofasafetyapproachonlybasedonseverecoredamageexclusion.
ThesafetyapproachtobedevelopedformodularHTRsmustdescribetheapplicationofthedefenceindepthprincipleforsuchreactors.Whatevertherequirementsonthelastconfinementbarriercouldbe,aconvincingdemonstrationoftheexclusionofanyseverecoredamageisneeded,relyingonexhaustiveandboundingconsiderationsofseverecoredamageinitiatorsandtheuseofnon-questionablearguments.
ThepaperpresentsthecontainmentissuesforHTRsbasedonGermanexperiencebackgroundandconsiderationsformodernmodularHTRsafetyapproachincludingbeyonddesignsituations.

FortheGermanHTRs(designedinthe80s),itcouldbeshowninthelicensingproceduresinGermanythattherewasnoneedforapressureretainingandgastightcontainmenttoencloseradioactivenuclidesreleasedfromthenuclearheatsource.Instead,theconfinementenvelopeactedinconjunctionwithotherbarrierstominimizethereleaseofradioactivenuclidesandtheradiologicalimpactontheenvironment.

Theconfinementenvelopeconsistedofthereactorbuilding,asub-atmosphericpressuresystem,abuildingpressurereliefsystem,anHVACsystemsisolationandafiltrationsystem.

Duringamajordepressurizationaccident,unfilteredreleasesweredischargedtotheenvironment.TheanalysesresultsshowthattheenvironmentalimpactwasfarbelowthedoselimitsaccordingtotheGermanRadiologicalProtectionOrdinance,evenwhentheeffectoffilterswasnottakenintoaccount.

Thedemonstrationstronglyreliedontheassumptionsmadeforthesourcetermdefinition,e.g.thefuelparticlesfailurerates(underirradiationandduringaccidentalconditions),thediffusiondata,thedustdataandthedeposition/lift-offmechanisms.

FormodernmodularHTRs,thelastconfinementbarrierperformanceswillhavetobedeterminedinaccordancewiththesetofaccidentstobeconsideredinthedesignincludinginternalandexternalhazardsandthelimitstargetedforthepublicandtheenvironmentprotection.
FurthermorethepaperpresentsananalysisofeffectsofadeliberatecrashofalargecommercialairlineronaformerGermanHTRdesign.
