  • Abstract
    DoesanHTRneedacontainment–pressureresistant–orisitpossible–licensable–tohaveonlyaso-calledconfinement. Theanswerdependsonboththeresultsofthesafetyanalysisoftheaccidentsconsideredinthedesignandtheacceptancebythelicensingauthoritiesandthepublicofasafetyapproachonlybasedonseverecoredamageexclusion. ThesafetyapproachtobedevelopedformodularHTRsmustdescribetheapplicationofthedefenceindepthprincipleforsuchreactors.Whatevertherequirementsonthelastconfinementbarriercouldbe,aconvincingdemonstrationoftheexclusionofanyseverecoredamageisneeded,relyingonexhaustiveandboundingconsiderationsofseverecoredamageinitiatorsandtheuseofnon-questionablearguments. ThepaperpresentsthecontainmentissuesforHTRsbasedonGermanexperiencebackgroundandconsiderationsformodernmodularHTRsafetyapproachincludingbeyonddesignsituations. • FortheGermanHTRs(designedinthe80s),itcouldbeshowninthelicensingproceduresinGermanythattherewasnoneedforapressureretainingandgastightcontainmenttoencloseradioactivenuclidesreleasedfromthenuclearheatsource.Instead,theconfinementenvelopeactedinconjunctionwithotherbarrierstominimizethereleaseofradioactivenuclidesandtheradiologicalimpactontheenvironment. • Theconfinementenvelopeconsistedofthereactorbuilding,asub-atmosphericpressuresystem,abuildingpressurereliefsystem,anHVACsystemsisolationandafiltrationsystem. • Duringamajordepressurizationaccident,unfilteredreleasesweredischargedtotheenvironment.TheanalysesresultsshowthattheenvironmentalimpactwasfarbelowthedoselimitsaccordingtotheGermanRadiologicalProtectionOrdinance,evenwhentheeffectoffilterswasnottakenintoaccount. • Thedemonstrationstronglyreliedontheassumptionsmadeforthesourcetermdefinition,e.g.thefuelparticlesfailurerates(underirradiationandduringaccidentalconditions),thediffusiondata,thedustdataandthedeposition/lift-offmechanisms. • FormodernmodularHTRs,thelastconfinementbarrierperformanceswillhavetobedeterminedinaccordancewiththesetofaccidentstobeconsideredinthedesignincludinginternalandexternalhazardsandthelimitstargetedforthepublicandtheenvironmentprotection. FurthermorethepaperpresentsananalysisofeffectsofadeliberatecrashofalargecommercialairlineronaformerGermanHTRdesign.
