Air quality legislation and controls } imperfectly conceived solutions to imperfectly understood problems?

The development of legislative controls for the improvement of air quality is reviewed. In particular, the controls relating to motor vehicle emissions are discussed, and the effects of moving from direct measures relating to vehicle construction and manufacture, to indirect controls on vehicle operation are considered
