الموازنة بين فكرة الامن القانوني و مبدا رجعية اثر الحكم بعدم الدستورية

The concept of this research is about finding a kind of balance between two elemental principles to establish the state of law having the trust of its people . The two elemental principles are : The reaction of judgment of unconstitutional and the principle of national security , so we divided this research into two researches , pointed the first principle to know the concept of the two principles and the reasons of their applications , at the same time we pointed the second research for the limitation of the method of balance between the two principles firstly , and the applications of countries to this method of balance . Finally we finished this research with many results and recommendations .
