EN Iraq’s post–Saddam nationhood continues to unfold. Anew Constitution has been ratified and anew parliament take up its work. Iraq’s democratic development represents a chance to build a future for the country, and the constitution represents the keys to building a federal Iraq that can thrive over the long term. Soon Iraq>s permanent legislature will faced with challenges of building a national dialogue and ensuring the creation of stable and functioning federal stricture. Iraq’s new legislature will come together to implement the constitution, define the executive procedures for the formation of region, address resources allocation matters, and further clarify and coordinate the powers pertaining to each order of government in Iraq. This research designed to gather divers opinions, analyses and recommendations on the implementation and amendments process and put them in one place. It has been developed to provide a systematic and comprehensive approach to constitutional implementation in the hopes of clarifying outstanding issues and helping to prioritize the daunting task in Iraq’s Council of Representatives will face in months to come. This research also designed to provide points of departure for further investigation into specific constitutional issues like the distribution of authorities between the federal, regional and local {Governorates}. Finally l hope that l reach some of main and important issues in Iraqi constitutional by analyzed it with compare. It with succeed federal countries.
