Adaptive H.263 image video compression By using quarter-pixel and comparison With ha/f-pfrel and integer-pi.xel

Digital image with a high resolution requires a large amount of data to be stored or transported to an output terminal. Digital Image compression is concerned with minimizing the number of bits required for to reprc!senting a digital image. Since! the early 1980, digital image sequences processing has been an attractive research area because an image sequence as a collection of imagc!s may provide more infonnation than a single image frame. The aim of this paper is increase the compression ratio by development the video compressor H.263 method because the communication channels required to transform a little infonnation, less than 64KBit/sec. That was present by using a new method for deal with image not by classic pixel method(Integer-Pixel and Half-pixel), but by using (Quarter-Pixel).
