The general budget of the financial framework of contemporary state, which seeks to achieve rationalization and efficiency in public expenditure, and the balancing of public importance badly for being reflect the economic, social and political program of the state during the year, so the choice of state revenues and expenditures must be based on a comprehensive view of all the circumstances of the economy and therefore, the budget is not just a statement of revenue and public expenditure, but is closely related to the national economy and key tool by which to achieve the goals of the state, is the relationship between the budget deficit and public revenue of important economic relations in the economies of developing countries, particularly the oil countries.
