Recycling is playing a larger role in the advanced states due to run out the raw materials. In this research, it has spotlighted on the ways of developing the management of materials in Iraq. One of the recycled materials is scrap tire which deals with in this study. Scrap tire has dangerous impact on both health and environment. Many usable materials can be derived from the waste tires include oils, printing ink, besides that are used in light concrete and the civil works. The Factory of Babylon for Tires has been taken as a case study to show its role in the treating scrap tires. The result illustrated that there is no direction on this material specially after 2003. There is only one product from this material which is Reclaim. Reclaim is an important material that added to Asphalt to improve its mechanical properties. One matter that the authors like to explain is the offices of relation should take its responsibilities in the collection and treating scrap tires.
