Many health professionals and programmers bypassed ethical issues that had emerged in the prevention of the HIV epidemic. There is much less sensational reporting of HIV and AIDS , and more constructive discussion about the transmission and control of infection and implications for those who carry the virus. Within health education there is now less emphasis and focus on particular risk group with resulting stigmatization, and more emphasis on risk behaviors. At the same the time, people known to be infected with HIV have lost jobs, homes and friends . in some the countries children with AIDS have been denied access to public schools and public carries have refused to transport patients with AIDS. We should not forget this fact that measures intended to protect the individual also protect society.
