An analytical review of power system performance in developing and transition countries Part II transition countries

This two-part paper surveys the power sector performance in developing and transition countries. In this second part, the consequences of the rapid macroeconomic policy changes , their associated shocks and the long-term subsequent sever crisis of 1980's and early 1990's period, for energy sector of transition countries are discussed. Considering their specific position and diversity of typical problems, power systems of Russia and Ukraine are selected for study. The paper covers a wide range of problems including composition of generation units and their parameters, planned and ongoing projects, composition of loads, quality of power and level of losses. The companion paper surveys the technical features of power sector performance in developing countries.
