A tentative plan to evaluate the safety of embankment dams during first filling has been suggested.
Construction and first filling simulations using the elasto-plastic effective stress analysis have been
conducted and the validity was confirmed by comparing with actual measurings during first filling
and by the laboratory hydraulic fracturing tests using the embankment material. A tentative plan for
the pre-estimation of the hydraulic stability of embankment and for the first filling safety control was
suggested and put into practice at an actual dam.
