بررسي علل تأخير در پرداخت آب‌بهاي مصرفي، مطالعه موردي مشتركين روستايي شهرستان راميان

Investigating the causes of delay in the payment of water consumption price a case study of rural subscribers of Ramyan city

رشد جمعيت و افزايش ميزان تقاضاي آب در روستاها، محدود بودن منابع تأمين و افزايش هزينه‌هاي تأمين آب با كيفيت موجب شده تا شركت آب و فاضلاب استان گلستان به تدوين راه‌بردهاي لازم در جهت تأمين آب شرب بهداشتي سالم براي مشتركين خود بپردازد. يكي از مهم‌ترين مشكلاتي كه شركت‌هاي آب و فاضلاب به‌طور مداوم با آن سر و كار دارند، مسئله وصول آب‎بها مي‌باشد. مهم‌ترين منبع تأمين اعتبار لازم براي فعاليت اين شركت‌ها آب‌بها مي‌باشد. با توجه به اين واقعيت، در اين تحقيق تلاش شده است عوامل مؤثر بر پرداخت قبوض آب‌‌بهاي مشتركين روستايي شركت آب وفاضلاب شهرستان راميان مورد بررسي قرار گيرد .مقاله حاضر علل تأخير در پرداخت آب‌بهاي مصرفي مشتركين آب و فاضلاب در شهرستان راميان را مورد بررسي قرار مي دهد. در اين پژوهش، از روش پيمايشي جهت بررسي نگرش پاسخ‌گويان استفاده شد .جامعة آماري، مشتركين آب روستايي شهرستان راميان كه سه دوره قبوض آب‌بهاي خود را پرداخت نكرده‌اند، به تعداد 6427 مشترك مي‌باشد. براي سنجش پرسش‌نامه‌ها كه به‌صورت محقق ساخته مي‌باشد، پايايي و روايي آنها مورد تأييد قرار گرفت. يافته‌هاي پژوهش نشان مي‌دهد كه بين علل تأخير در پرداخت آب‌بهاي مصرفي و مؤلفه‌هاي تعريف‌شده براي آن (كارآمد نبودن مكانيزم‌هاي كنترلي وصول، پايين بودن سطح درآمد، عدم‌اعتماد مشتركين به‌دقيق بودن مبلغ وصولي، طولاني بودن دوره قرائت كنتور، مناسب نبودن مكانيزم‌هاي پرداخت، موقعيت و اعتبار برخي از مشتركين دولتي، عدم‌تحليل مناسب الگوريتم‌هاي درآمدي، عدم‌توجه مأمور قرائت كنتور و عدم‌ارائه خدمات مطلوب) رابطه معني‌داري وجود دارد.

The population growth and the increase in water demand in the villages, the limited supply sources and the increase in the cost of providing quality water have caused the water and sewage company of Golestan province to formulate the necessary strategies to provide safe drinking water for its subscribers. One of the most important problems that water and sewage companies constantly deal with is the issue of water price collection. The most important source of financing necessary for the activities of these companies is water. Considering this fact, in this research, an attempt has been made to investigate the factors affecting the payment of water bills by the rural subscribers of the water and sewerage company in Ramyan city. to give In this research, a survey method was used to investigate the attitude of the respondents. Statistically, there are 6427 rural water subscribers in Ramyan city who have not paid their water bills for three periods. In order to measure the questionnaires that were made by researchers, their reliability and validity were confirmed. The findings of the research show that there is a difference between the causes of the delay in the payment of the water consumption price and the components defined for it (the ineffectiveness of the collection control mechanisms, the low level of income, the lack of confidence of the subscribers in the accuracy of the amount collected, the long period of meter reading, the inappropriateness of the payment mechanisms, location and credit There is a significant relationship between some government subscribers, lack of proper analysis of revenue algorithms, lack of attention of the meter reading officer and lack of providing the desired services.
