تبيين اثر بخشي ضوابط ومقررات شهرسازي در توسعه پايدار منطقه سه كلانشهر اصفهان

قرارگرفتن در مسير حركت به سمت توسعه پايدار محوري ترين اصل جهت تحقق آينده مناسب ومطلوب شهرها و كلانشهرهاي كشور است. ضوابط و مقررات شهرسازي مهم ترين مولفه شكل دهنده سكونتگاههاي شهري است. اين امر بيانگر اين مطلب است كه هرچه اجراي اين ضوابط در امر ساخت و ساز بيشتر رعايت گردد، بستر و كالبد سكونتگاه هاي شهري كيفيت بيشتري پيدا نموده و به تبع آن جلوگيري از موج مهاجرت شهروندان بواسطه عدم رضايت از كيفيت كالبدي محل سكونت انجام ميگردد. جلوگيري از مهاجرت نامناسب شهروندان ارتباط مستقيم با حفظ منابع و حركت به سمت توسعه پايدار دارد. در اين پژوهش ضوابط ومقررات شهرسازي به ده مولفه ضوابط پيش زدگي و بالكن، ضوابط پاركينگ، ضوابط مسيرهاي پياده، ضوابط ارتفاعات، ضوابط دسترسي و گذربندي، ضوابط كاربري، ضوابط نما وسيما و منظر شهري، ضوابط مناسب سازي معلولين، ضوابط مساحت و سطح اشغال، ضوابط مشرفيت و فضاهاي نورگيري تقسيم بندي و در پرسشنامه شهروندان منعكس گرديد. ميزان رضايتمندي شهروندان منطقه سه اصفهان از اجراي اين ضوابط بوسيله پرسشنامه و با طيف ليكرت 5 گزينه اي مورد بررسي قرار گرفت. نتايج پرسشنامه با استفاده از آزمون تي تك نمونه نشان داد با توجه به حد متوسط پاسخ 3، سطح معناداري متغيرها كمتر از 05/0 بوده و ميزان رضايت شهروندان از اجراي ضوابط شهرسازي در منطقه هدف پائين تر از سطح نرمال بوده و اين امر باعث افزايش تمايل شهروندان به مهاجرت بي رويه و نهايتا استفاده بدون برنامه از منابع و امكانات خدادي به خصوص در صنعت احداث ساختمان برخلاف اصول حركت در جهت توسعه پايدار ميگردد. بنابر اين راهكارهاي لازم به جهت اثربخشي مطلوب ضوابط و مقررات شهرسازي در منطقه 3 اصفهان و حركت به سمت توسعه پايدار بايستيكه تبيين گردد.

Being on the path towards sustainable development is the most central principle to realize a suitable and desirable future for the cities and metropolises of the country. Rules and regulations of urban development is the most important component of shaping urban settlements. This indicates that the more the implementation of these rules in the matter of construction is observed, the quality of the foundation and body of urban settlements will be higher and accordingly, the wave of migration of citizens due to dissatisfaction with the physical quality of the residence will be prevented. Preventing inappropriate migration of citizens is directly related to preserving resources and moving towards sustainable development. In this research, the rules and regulations of urban development are divided into ten components: frontage and balcony rules, parking rules, footpath rules, height rules, access and crossing rules, user rules, facade rules and urban landscape rules, disability adaptation rules, area and occupation level rules. , the standards of supervision and lighting spaces were divided and reflected in the citizens questionnaire. The level of satisfaction of the citizens of the third district of Isfahan with the implementation of these criteria was investigated by a questionnaire and with a 5-option Likert scale. The results of the questionnaire using the sample t-test showed that according to the average answer of 3, the significance level of the variables was less than 0.05 and the level of satisfaction of the citizens with the implementation of the urban planning regulations in the target area was lower than the normal level and this caused an increase The tendency of citizens to immigrate indiscriminately and ultimately use God s resources and facilities without a plan, especially in the construction industry, is against the principles of moving towards sustainable development. Therefore, the necessary solutions for the optimal effectiveness of urban development rules and regulations in the 3rd district of Isfahan and moving towards sustainable development should be explained.
