رويكردي نظري به گذار در مفهوم حكمراني در انديشه سياسي معاصر

A Theoretical Approach to the Transition in the Concept of Governance in Contemporary Political Thought

چند دهه از طرح موضوع حكمراني به‌عنوان الگوي مطلوب براي نظام‌هاي سياسي معاصر مي‌گذرد. اين مسأله به همان نسبت كه مورد توجه كارگزاران سياسي قرار گرفته است، باب مجادلات مهمي را در انديشه سياسي معاصر گشوده است. مقاله حاضر كوششي است براي درك چگونگي گذار در شيوه حكمراني در نظريه سياسي و تحليل رويكردهاي نظري آن. از ديد نويسندگان، با توجه به آنكه در طي چهار دهه گذشته تغييرات محسوسي در چهره قدرت در سطح نظام سياسي و عملكرد دولت‌ها رخ داده است، لذا مناظرات درباره كاهش قدرت دولت‌ها و ظهور بازيگران متعدد سياسي و فراسياسي و تغييرات در شكل حكمراني به‌عنوان يكي از مباحث اساسي در دوره جديد مطرح مي‌شود. اما مقاله پيش رو در جهت پاسخ به اين پرسش اساسي است كه انديشه سياسي معاصر به ماهيت گذار از سياست حكومت چه رويكردي داشته است؟ در پاسخ به اين پرسش، دو امكان مناقشه نظري مورد بررسي قرار مي‌گيرد. ديدگاه اول يا جريان اصلي انديشه سياسي، به گذار از حكومت به حكمراني نظر دارد و در مقابل، جريان انتقادي (ديدگاه دوم) از نقش متفاوت و نوپديد قدرت كه در اينجا حكومت‌مندي ناميده مي‌شود، به رويكرد ايجابي جريان اصلي تشكيك مي‌كند. نويسندگان با بيان سه رويكرد نظري مربوط به گذار در شيوه حكمراني و تحليل سه سطح حكومت، حكمراني و حكومت‌مندي، به بيان ديدگاه‌هاي متفكران آن‌ها پرداخته‌اند و ابعاد مختلف اين مجادله را تبيين مي‌كنند. مقاله حاضر به شيوه توصيفي - تحليلي نوشته شده است و چارچوب نظري آن رويكرد انتقادي - هنجاري است.

Decades have passed since the issue of governance emerged as a model for contemporary political systems. This issue as much as it has been considered by political agents, has opened the door to important controversies in contemporary political thought. The present article is an attempt to understand how the transition in the way of governing in political theory and analysis of its theoretical approaches. from the authors point of view, given that over the past four decades there have been significant changes in the face of power at the level of political system and the performance of governments, so debates about the decline of government power and the emergence of various political and trans-political actors and changes in governance as one of the main issues in the new period is introduced. Therefore, the present article is aimed at answering the fundamental question of what approach has contemporary political thought taken to the nature of the transition from government policy? In answer to this question, two possibilities of theoretical controversy are examined: the first view or the mainstream of political thought, considers the transition from government to governance and the opposite view (the second view) of the different and emerging role of power in which is called governmentality, doubts the positive approach mainstream. The authors express the views of their thinkers and explain the different dimensions of this debate of this debate by stating three theorical approaches related to the transition in the way of governing and analyzing the three levels of government, governance, and governmentality. The present article is written in a descriptive-analytical method and its theoretical framework is a critical - normative approach.
