International System and Iran s National Security Governance

تأثيرگذاري نظام بين‌‏الملل بر حكمراني امنيت ملي، موضوعي است كه به نظر مي‏رسد كمتر در مباحث مربوط به حكمراني به آن پرداخته شده است. اين مقاله به چگونگي اين تأثيرگذاري، با نگاه به جمهوري اسلامي ايران، مي ‏پردازد. بر اساس فرضيه مقاله، ناسازگاري جمهوري اسلامي ايران با نظام بين‏ الملل باعث فشارهاي سيستمي براي جامعه‏ پذيركردن ايران در چارچوب نظم موجود شده است و اين فشارها، چالش‏ ها و تهديدهايي را متوجه امنيت ملي ايران كرده است. تحريم ‏ها، نمود بارز اين فشارها محسوب مي‏ شوند كه توسعه اقتصادي و اجتماعي ايران را به خطر انداخته‌‏اند. بين امنيت و توسعه در عصر كنوني، پيوندي ناگسستني برقرار است؛ به گونه‌اي كه در نبود يكي، ديگري به خطر مي‌‏افتد.

The influence of the international system on national security governance is an issue that seems to be less addressed in governance issues. This article deals with how to make an impact by looking at the Islamic Republic of Iran. According to the article hypothesis, the incompatibility of the Islamic Republic of Iran with the international community causes systemic pressures for society to accept the Iranian system in the existing order structure, and these pressures have posed challenges and threats to Iran s national security. Sanctions highlight the pressures that have jeopardized Iran s economic and social development. There is an inseparable link between security and development in modern times. As it was not in one, the other is in danger.
