حكمراني يكي از مفاهيم مهم حوزه علوم سياسي است كه در بستر تاريخي خود دچار تغيير و تحولات مفهومي و محتوايي فراواني گشته است. از اين رو، پرسش اصلي پژوهش كنوني آن است كه تحولات مفهوم حكمراني به چه صورت بوده است؟ در پاسخ به اين پرسش، فرضيه پژوهشگران از اين قرار است كه، تحولات مفهوم حكمراني در بستر تاريخ، ريشه در شرايط اجتماعي زندگي انسان داشته است. در واقع، برآيند اصلي پژوهش، نيل به تحليلي علمي از دگرگوني مفهوم حكمراني در بستر تاريخ اجتماعي انسان است. بر همين اساس، چهارچوب نظري پژوهش را آراء و انديشه‌هاي مكتب واقع‌گرايي شكل داده است كه بررسي مفاهيم تاريخي را از جنبه‌هاي گوناگون و به‌ويژه با تكيه بر بعد اجتماعي آن بررسي و تحليل مي‌كند. همچنين بايد گفت كه، در اين پژوهش، داده‌ها با استفاده از روش اسنادي گردآوري شده است و روش تجزيه و تحليل داده‌هاي پژوهش، روش جامعه‌شناسي تاريخي است.
