Facility location-allocation model for planning relief logistics in disaster management

In this paper, we propose a multi commodity maximal covering location-allocation model for relief logistics problem that integrates facility location and inventory decisions. The aim of this paper is to determine an optimal number and location of the relief distribution centers as well as the amount of required inventory to be procured for each type of relief supplies at each relief distribution center to meet the needs of affected areas by the disasters. The proposed model considers multiple item type and captures budget and capacity constraint on relief distribution center. Our model is a robust model that considers uncertainty in demand for the stocked supplies as well as uncertainty regarding transportation network availability after an event.The problem is formulated as a mixed integer programming model
