A Reform Proposal in Confiscation Institution: A Document Relating to the Period of Selim III

Abstract
In this study, I analysed a document which is based upon a report (takrir) of Moralı Osman Efendi, who is a head of provincial treasury (defterdar) in the reign of Selim III. The document is a main source about confiscation (müsadere, especially muhallefât zabtı) which is one of the fundamental institutions in Ottoman State. On the one hand, it shows the structure of confiscation and the connection between confiscations, orphan’s possessions, ill gotten gains and the treasury (beytülmâl), on the other hand, the problems in practice. Additionally it represents the thought of the Ottoman state about these and the ideal in this subject. In the end, it has an offer about correction of confiscation and an answer of the padişah which could not meet all expectations relating to the offer.
