Some Noteworthy Points in the Administration of some Provinces of Asia Minor in the Latter Years of Emperor Hadrian’s Reign

Abstract
During the latter part of the reign of Emperor Hadrian (130-138 A.D.), there are certain noteworthy points in the administration of certain provinces in Asia Minor, in Pontus-Bithynia, Galatia and Cappadocia. For example, the Governor Julius Saturninus in Galatia and Flavius Arrian in Cappadocia each officiated for at least six years in these provinces, yet, for a governor six years, the duration of these governorships, was certainly long. While at this same time, Emperor Hadrian sent a governor named Julius Severus, having the title legatus Augusti pro praetore, to the Province of Pontus-Bithynia, a province which was administrated by the Roman Senate. The reason for such an administrative imperial policy at this time for these provinces of Asia Minor can be related to the contemporary invasion of the Alans into Armenia and Cappadocia.
