Abstract
In Turkey, homeland security services are provided by multiple law enforcement agencies with the organisations of police, gendarmerie and coast guard. These organizations are responsible for municipal boundaries, rural areas and seas respectively. Each of these organizations has a long history; especially organization structures, commitment conditions, regulatory infrastructures, personnel regimes, duties and limits of authority differ from each other. This situation has caused some problems in practice. The aim of this study is to contribute to the existing literature by analyzing the history of homeland security organization, its structure, management, duties and authorities that have not been addressed adequately in academic studies, which deal with these factors collectively.
