Solution of urban problems, beyond policies, is possible by existence of welfare policy which is govern them; but this approachment must contain magnitude of transformation. Accordingly, complex structure of the problem encountered in cities needs to upper scale policies, but it mustn’t be leaved out with centralist approachment. Problems, occur in cities, much as share similarity, solutions and strategies of them become different from each others. Accordingly, local residant must attend to this period and local conditions are take into consideration. This condition shows that local governments are part of urban transformation Project. In this study, we discussed that local governments must solve local problems by integrated approach, thus we try to explain that urban transformation is one of the main urban government, and approachments to topic of local government units are evaluated.
