Abstract
Culture is currently at the center of public and private strategies of organizations in a versatile global economy. The Moroccan administration, bruised by so many attempts of reforms, is now more than ever invited to mobilize its human resources to meet this challenge. At the junction of paths, only a unifying internal communication can create the symbiosis required for the success of its full missions. The current new language management noticed within the UMI only hides bad structural problems and human translated into a communication-information transmission. In this context, a reframing of various debilitating problems, relying on a relational strategy and a systemic approach whose keywords are: interaction, relationship, participation, transparency and New Management.
