Abstract
Turkey is to be on her way to becoming European Union (EU) member with certainty for years. It is standing out that innovation is a remarkable criteria on EU process and as a means of integration to the World. In this study, literature is reviewed for defining innovation criteria and according to thiese defined criteria set data is gathered from EU database. Data is comparatively analyzed up to the variables and evaluated with results of factor analysis. Discriminant analysis is performed for defining discriminating variables between EU member and non-member countries. Turkey is classified as EU country up to the used variables in discriminant analysis. For affirming the result of discriminant analysis, hierarchical and k-means hierarchical cluster analysis methods are performed and results are demonstrated. Finally results are interpreted and some comments are made for Turkey’s Innovation Policy with discussion of results.
