Abstract
Although in the conjuncture of the Cold War, “hard power” term which was composed of military and economic sanctions were stand out, in post-Cold War period “soft power” term consisting of values that countries have like historical, cultural and universal have come into prominence. After the conclusion of bi-polar system basically could be characterized as a war of armament and ideology; importance of components as belonging, identity and culture has been understood and social constructivist theories in international relations discipline has been risen to prominence. In this context, countries has begun to re-design their perspective of foreign policies on influence which its core based on consent via their languages, cultures, values and politics. In line with the new perspective, effective implementation of the cultural diplomacy could restrain prejudices of less developed countries and their perception concerning foreign aids as a part of intelligence activities. In this framework, the cultural diplomacy has an important role in effectiveness and cordial reception of the foreign aids. In parallel with the new diplomacy way, Turkey has changed its approach to its foreign policy and adopted a perspective including cultural diplomacy alongside foreign aids in international politics.
