Abstract
Ottoman Empire directed a series of reforms in order to deal with the intensive expenses caused by intensified wars since at the beginning of the 19 century. While implementing military and fiscal reforms resulted with increment of taxation incomes, these reforms mostly constructed the bases of political and fiscal structure. In this context, even if the incomes from taxes raised, fiscal deficit and financial needs also raised because of the increment of military expenses that broke the budget balance between incomes and outcomes.
