The Social Infrastructure; a structure, which is necessary for the city and country roads, water, electricity, gas, sewer, landscape, all of the hardware such as the environment and transport. Physical components of the system are defined as any relational infrastructure. Infrastructure is very important for people to live comfortable life. Population in developing countries makes essentially migrated to big cities. For compliance with the deterioration in the distribution of the population is blocking the regional development. Education, health, culture,infrastructure, basic social services that people need. Many of these services are not developed in the mountainous regions. New modern infrastructure objects must be built mountainous areas. Healthy, cultural, education and training of young people is a guarantee of the future. Job businessmen need to work to increase the interest in a variety of ways. Transportation opportunities for organization of these services must also be considered. Both of Turkey and Azerbaijan to the mountainous country these issues important to both states.
